The Banks Behind Texas's Bank On Accounts
Terms verified October 16, 2026
Who actually runs the Bank On certified checking accounts available in Texas — five institutions profiled, with every place their published terms differ from our data.
Texas has 62 Bank On certified checking accounts available to residents, offered by 58 institutions. Of those accounts, 37 charge no monthly maintenance fee, and 54 of the 62 carry no overdraft fees. Twenty-nine of the accounts come from local or regional institutions rather than national banks.
That count is the easy part. The harder question is who is actually behind each account, and whether the terms the certification assumed are still the terms on offer. This page profiles five of the institutions serving Texas — two national, three Texas-based — and lists, plainly, where each institution's own published terms differ from what our database says.
This month the checking found something worse than a stale field. Two of the five accounts we list as costing $0 a month in fact carry a monthly fee: one of them is the most widely available Bank On account in the state. Both corrections are in the table below, and both need fixing in our data, not just noting here.
Chase
JPMorgan Chase Bank, N.A. traces its lineage to the Bank of the Manhattan Company, chartered in 1799 out of New York City's first water company. It merged with Chase National Bank in 1955 to form Chase Manhattan, and with J.P. Morgan & Co. in 2000. FDIC certificate 628. It is a national bank supervised by the OCC, with its main office at 1111 Polaris Parkway, Columbus, Ohio.
Jamie Dimon is Chairman and Chief Executive Officer. On June 25, 2026 the company named Doug Petno and Troy Rohrbaugh Co-Presidents; Rohrbaugh became Chief Executive Officer of Consumer & Community Banking, the division that owns this account, succeeding Marianne Lake, who is retiring after more than 25 years. Jeremy Barnum is Chief Financial Officer. The announcement named no successor to Dimon, and we are not treating either Co-President as one.
Customer service: 1-800-935-9935. Chase publishes no service hours for that line and no consumer email address.
More than 5,000 branches across 48 states and the District of Columbia, and nearly 15,000 ATMs, as of a company release dated February 18, 2026. Chase publishes no Texas branch count anywhere we could find; FDIC-derived third-party data put it at 488 as of the second quarter of 2026, which we repeat as an estimate rather than a fact. Two Texas branches opened in 2026, at Parmer Ranch in Georgetown and in Lindale.
Holding company total assets of $5.1 trillion as of September 30, 2026.
Secure Banking is the most important correction on this page, and the reason to read the table below before anything else. The account is not free. Chase's own page reads "$4.95 or $0 Monthly Service Fee." The $4.95 is waived in any statement period in which you receive $250 or more in qualifying electronic deposits, or an account owner is between 17 and 24 years old, or the account is linked to another qualifying Chase checking account. ACH, RTP and FedNow transfers count toward the $250; Zelle, cash, checks, wires and interest do not. New accounts are not charged for at least the first two statement periods. There are no overdraft fees — transactions decline instead — no minimum to open, no interest, and no paper checks: the account cannot write them. Non-Chase ATMs cost $3 in the United States and $5 elsewhere, on top of whatever the machine's owner charges. Mobile deposit, Zelle and online bill pay are free. Chase states the account has been Bank On certified since 2019 but does not publish which standards cycle it currently sits in.
No merger, rebrand or charter change touching deposits in the last 18 months. Chase is taking over the Apple Card portfolio from Goldman Sachs, reported in January 2026, which does not affect checking. We found no CFPB or OCC enforcement action on consumer deposit accounts in the window; the Zelle suit naming Chase was dismissed with prejudice on March 5, 2025, just before it. Third-party trackers list Texas branch closures in Houston and Dallas during 2026 that we could not confirm against OCC or FDIC records, so we are not asserting them.
Simmons Bank
Founded on March 23, 1903 in Pine Bluff, Arkansas by Dr. John Franklin Simmons, with four employees. "First" was added to the name in 1960. The parent, Simmons First National Corporation, was organized in 1968; Simmons Bank is an Arkansas state-chartered bank and a Federal Reserve member. It entered Texas by acquisition — Southwest Bank of Fort Worth in 2017 and Spirit of Texas of Conroe in 2022.
Jay Brogdon is President and Chief Executive Officer. He succeeded George Makris Jr., who retired at the end of 2025 after an August 4, 2025 announcement. C. Daniel Hobbs is Executive Vice President and Chief Financial Officer. Brian Jackson was named President, Consumer and Wealth Management on February 2, 2026.
Customer service: 1-866-246-2400, Monday through Friday 7:30am to 6:00pm Central and Saturday 8:00am to 12:00pm Central. Automated telephone banking runs 24 hours at 1-877-245-1234; the lost or stolen debit card line is 1-866-300-9145. The published email address, support@simmonsbank.com, appears only under password help.
220 financial centers as of June 30, 2026, down from 223 a year earlier. The bank publishes no current Texas count; the most recent figure we could source was 57 Texas branches in the 2022 FDIC Summary of Deposits, which is too old to print as current. Texas locations are concentrated in Dallas–Fort Worth and the Houston area, with others in Austin, San Antonio, College Station, Corpus Christi and Tyler. The checking hub page advertises more than 32,000 surcharge-free MoneyPass ATMs.
Total assets of $24.78 billion as of June 30, 2026, down about 7% year over year.
Affordable Advantage Checking charges no monthly service fee, carries a $2 monthly paper statement fee that enrolling in eStatements removes, and is checkless — the bank will not honor a check written against it regardless of balance. Mobile deposit and online and mobile bill pay are free; the account includes Early Payday and a round-up savings feature. The page carries a badge reading "Bank On Certified since 2019." Two things it does not say: it gives no minimum opening deposit, and while it promises no overdraft fee on certain preauthorized debit card transactions, it also says the account "may be overdrawn," and the bank's general overdraft FAQ lists a $36 paid-item fee without excluding this account. We could not retrieve the fee schedule to settle it, so we are not printing a blanket no-overdraft claim here.
Two things to watch. On September 3, 2026 Simmons disclosed it will close 26 branches effective December 4, 2026, across its six-state footprint; the SEC filing does not name states, and a single trade report puts six of them in Texas without naming cities. Separately, Affordable Advantage Checking no longer appears on the bank's own checking hub page, which now lists a newer Bank On product, Smart Checking, certified in March 2026 under the 2025–2026 standards and charging $10 a month waivable by one direct deposit or one debit transaction. The Affordable Advantage page still loads and says nothing about being closed to new customers. Ask before you assume you can still open it.
Credit Human
Founded on March 7, 1935 in San Antonio by twelve federal government workers, as National Federation of Federal Employees Local No. 28. It became Government Employees Credit Union in 1949, San Antonio Credit Union in 1987, San Antonio Federal Credit Union in 1989 on receiving a federal charter, and Credit Human in 2016. It is a federally chartered credit union, NCUA-insured rather than FDIC-insured; third-party NCUA data gives charter number 24382.
Credit Human publishes no leadership page. Two independent third-party sources name Steve Hennigan as President and Chief Executive Officer, which we report as probable rather than confirmed. We found no officially published confirmation of a Chief Financial Officer or a retail head, so we are not naming one.
Member service: 800-688-7228, Monday through Friday 7am to 7pm Central and Saturday 9am to noon Central. No email address is published. The mailing address is 1703 Broadway, Suite 104, San Antonio.
Credit Human's own site describes Financial Health Centers in San Antonio, Houston and New Orleans but publishes no branch total; NCUA-derived third-party data shows 28. No county list is published. Membership is open well beyond San Antonio: you qualify by living, working, worshipping or attending school in the San Antonio or New Orleans service area, by military service, by family relationship, by holding a Credit Human loan, or — in practice, from anywhere — by joining through the American Consumer Council, which Credit Human enrolls and pays for. Cash access runs through Allpoint, more than 55,000 ATMs, plus over 5,550 CO-OP shared branches.
Total assets of about $4 billion, which is the bank's own round figure; NCUA-derived data puts it at $4.34 billion as of June 30, 2026.
Sensible Spend charges no monthly fee and pays no dividends. Membership requires a $5 share savings deposit, which the account pages do not mention. It is checkless and gives access only to the available balance, so debit transactions cannot overdraw it; the NSF fee is $0.00. Non-Credit Human, non-Allpoint ATMs cost $1.00 per withdrawal, transfer or balance inquiry, with no rebates. The account includes Early Pay and round-up savings. Two caveats worth stating. First, the account pages do not say mobile check deposit or bill pay are available on this account — both exist on the credit union's general mobile banking page, but neither is tied to Sensible Spend in print, and our database records both as yes. Second, the March 2026 fee schedule lists a $25 Courtesy Pay handling fee and a $25 uncollected funds fee without saying whether they reach this account. Credit Human says the account is certified under the Bank On National Account Standards but publishes no cycle or date.
No merger, acquisition, rebrand, charter change or branch closure found in the last 18 months. The credit union's press page over that period runs to community events and an award.
Amplify Credit Union
Founded in 1967 by ten Austin IBM employees as IBM Texas Employees Federal Credit Union. It converted to a community charter and took the Amplify name in 2006, then adopted a Texas state charter in 2017, which opened membership to the whole state. Third-party NCUA data gives charter number 68681. It is NCUA-insured, not FDIC-insured.
Kendall Garrison is President and Chief Executive Officer, in post since January 1, 2020. Paul Garrigues is Chief Financial Officer. Stacy Armijo is Chief Experience Officer. Kendel Martin chairs the board.
Member service: (512) 836-5901, Monday through Friday 8:30am to 5:30pm and Saturday 9am to 2pm, with chat on the same hours and a messaging option answered in one to two business days. No general email address is published; the headquarters on West Parmer Lane does no in-person banking.
Four full-service branches: Esperanza at the Domain and Pond Springs in Austin, plus La Frontera in Round Rock and one in Cedar Park — Travis and Williamson counties. A fifth, near Tech Ridge in north Austin, was announced in March 2026 for a 2027 opening and would be the first new branch in nearly a decade. You can join if you live, work or attend school anywhere in Texas, or through an affiliated group, or as the immediate family of a member; joining requires opening a savings account, with no stated minimum. Surcharge-free access runs through the Alliance of Austin Credit Unions free ATM network and CO-OP shared branching. The "300+ ATMs" figure still circulating comes from a 2023 page and we are not repeating it as current.
Total assets of $1.26 billion as of June 30, 2026, per NCUA-derived data. Note that the credit union's own About page cites "more than $3B in assets under management," which is a different measure and should not be read as the balance sheet.
The account is published as Fee-Free Checking, not Free Checking, and the fee-free claim holds up: every one of the 39 personal deposit account fees on the published schedule is $0.00, including the monthly maintenance fee, the overdraft fee, the NSF fee, the inactivity fee and Amplify's own out-of-network ATM fee. The credit union also reimburses up to $12 a month of other owners' ATM surcharges. The Rebound overdraft program is discretionary, has a limit, and requires the balance to return positive within 14 days, though no fee attaches either way. The account pays no interest. Mobile deposit and an Amplify Debit Mastercard are included. Two gaps: no opening deposit is published for the checking account itself, and bill pay is not mentioned on the account page, though our database records it as available. Amplify's published Bank On certification is under the 2023–2024 standards; we found no 2025–2026 recertification, which matters because the current cycle runs through 2026.
No merger, acquisition, rebrand, charter change or branch closure in the last 18 months — only the Tech Ridge announcement, a 2025 lending reorganization, and an account-opening technology partnership in February 2026.
Falcon International Bank
Founded in Laredo in 1986 as Falcon National Bank; FDIC records date the institution to December 10, 1986. The Gutierrez family bought a majority interest in 1995 and still controls it through Falcon Bancshares, Inc. It is a Texas state-chartered commercial bank, not a Federal Reserve member, FDIC certificate 26856. The FDIC's Minority Depository Institution list identifies it as a Hispanic American MDI, though the most recent list we could retrieve is dated December 31, 2022, so we flag that status as likely but not currently confirmed.
Gilbert Narvaez, Jr. is President and Chief Executive Officer. Adolfo E. Gutierrez Jr. became Chairman of the Board on April 23, 2024. The bank publishes no Chief Financial Officer, so we are not naming one. An older local news article styles Narvaez "President and COO"; that title is out of date.
Customer service: (956) 723-2265 in Laredo and (888) 310-2265 elsewhere. Automated 24-hour account information is at (956) 718-2611 or 1-888-944-2611; the lost or stolen debit card line is 1-877-755-3011. No service hours and no email address are published. Given the bank's markets we expected a published commitment to Spanish-language service and did not find one on any page we fetched, so we are not claiming it.
The bank's own locations page returned no results when we fetched it, so the branch list below comes from FDIC-derived third-party data and the counts disagree with each other — roughly 18 to 20 offices, in Laredo, Zapata, Eagle Pass, Del Rio, McAllen, Brownsville, San Antonio, Helotes and Buda. Only Webb County is named on the bank's own material. No ATM network and no surcharge-free ATM count are published anywhere.
Total assets of $2.25 billion as of June 30, 2026, from the bank's own financial highlights page — the only one of our five institutions to publish its own current figure.
EZ Checking is the second correction on this page. It is not free: the published fee is $3.50 every statement cycle, with no waiver offered. There is no minimum balance requirement and no minimum to open. The account is excluded from the overdraft protection program, and overdraft and returned-item fees are not assessed. Non-Falcon ATMs cost $2.00 per withdrawal or balance inquiry on top of the machine owner's surcharge, and mailed paper statements cost $2.00 each, free electronically. A MasterCard debit card, online and mobile banking, bill pay and Zelle are included at no cost. Mobile check deposit is not addressed on the account page, though the bank offers a service called SnapShot Deposit elsewhere. The page describes the account as following "the Bank On Principles" and says Falcon partnered with the Bank On coalition — it stops short of claiming certification, and we could not confirm a listing on the national certified-accounts directory. Our database carries it as certified. That gap is the thing to resolve.
No merger, acquisition, rebrand, charter change or branch closure found in the last 18 months, and no enforcement action in that window. The bank's consent order history is old — a 2011 order from the FDIC and the Texas Banking Commissioner covering asset quality, liquidity and board oversight — and we could not confirm its termination date, so we note it as history rather than a current condition.
Where published terms differ from our data
Every row below is a correction to our own records, not a criticism of the institution. The first and the last are the two that would cost a reader money.
| Institution | Field | Our data | Bank's published terms |
|---|---|---|---|
| Chase | Monthly fee | $0.00 | $4.95, waived in a statement period with $250+ in qualifying electronic deposits, an account owner aged 17–24, or a linked qualifying Chase checking account |
| Chase | Free ATM count | 14,000 | "More than 14,000" on the locator, "nearly 15,000" in the February 2026 release; non-Chase ATMs cost $3 domestic, $5 abroad |
| Simmons Bank | Account name | "Checking" | Affordable Advantage Checking, which no longer appears on the bank's own checking hub page |
| Simmons Bank | Fees not recorded | none | $2 monthly paper statement fee, removed by enrolling in eStatements |
| Simmons Bank | Opening deposit | $0.00 | Not published anywhere on the bank's site |
| Credit Human | Mobile check deposit | Yes | Not stated for this account; offered on the general mobile banking page only |
| Credit Human | Opening deposit | $0.00 | $0.00 on the account page, but the checking overview says $25, and membership requires a separate $5 share deposit |
| Credit Human | ATM fee not recorded | none | $1.00 per transaction at non-Credit Human, non-Allpoint ATMs, no rebates |
| Amplify Credit Union | Account name | Free Checking | Fee-Free Checking |
| Amplify Credit Union | ATM network / free ATMs | none named / 0 | Alliance of Austin Credit Unions free ATM network and CO-OP shared branching, plus up to $12/month of other owners' ATM fees reimbursed |
| Amplify Credit Union | Bank On certification cycle | Certified | Published certification is under the 2023–2024 standards; no 2025–2026 recertification found |
| Falcon International Bank | Monthly fee | $0.00 | $3.50 every statement cycle, no waiver published |
| Falcon International Bank | Bank On status | Certified | The bank says the account "follows the Bank On Principles" and stops short of claiming certification |
| Falcon International Bank | Fees not recorded | none | $2.00 out-of-network ATM fee plus owner surcharge; $2.00 per mailed paper statement |
Three accounts we left out
Two institutions that rank near the top of our Texas list are not profiled above, for different reasons.
First National Bank Texas
This is the omission we are least happy about. First National Bank Texas, chartered in Killeen on February 27, 1901 and operating in-store as First Convenience Bank, runs more than 350 locations across Texas, Arizona, New Mexico and Arkansas, many of them inside Walmart and H-E-B stores, and holds $4.64 billion in assets as of June 30, 2026. It is exactly the bank a low-income Texan is most likely to walk into, and it is the institution on this page we would most like to tell you about.
We cannot, because its website refuses automated access. Every page we tried — the Flex Account page, the eAccount page, both "Clear and Concise Guide" PDFs — is disallowed to our fetcher, and our standing rule is that we do not print a fee, a term or a name we have not read on the page itself. What third-party sources show is enough to want the real answer: our database records the Flex Account at $0 a month with no overdraft fees, while two aggregators put the eAccount at $5 or $7 a month, and the national Bank On directory lists both the Flex Account and the eAccount as certified while the City of Albuquerque's list names only the eAccount. A $7 non-waivable fee would exceed what the Bank On standards permit. We are not going to resolve that from secondary sources. Until someone reads the bank's own disclosures directly, treat our Flex Account row as unverified.
Discover Bank
Discover's Cashback Debit account scores at the top of our Texas ranking and should not. The charter was cancelled on May 18, 2025, when Discover Bank merged into Capital One, National Association, and the Discover checking application now redirects to Capital One 360 Checking. We removed it from the New York edition of this guide two weeks ago for the same reason; it is still in the data, and still surfacing in state rankings, which is a data problem rather than an editorial one.
